Resolved Question: What is this Missouri bird/chicken?

Its approximately a foot tall with a 2 foot wingspan. It is black with a white beak, grey belly, and big giagantic chicken feet. I live in an apartment complex in Independence, MO and we have chickens and roosters across the street. Can this be a pullet of some kind?
